Terms of Reference of Research/Program Coordinator

Position:  Research/Program Coordinator
Project: FtF Nepal Seed and Fertilizer Project (NSAFP)
Duration: Initially one year and extendable for 2 more years
Duty station: CEAPRED, Lalitpur

Background: The FtF Nepal Seed and Fertilizer project (NSAFP) is designed to fully align and support the FtF goal of sustainably reducing global poverty and hunger through inclusive agricultural sector growth. Specific project contributions to FtF outcomes are improving agricultural productivity, expanding markets and trade, increasing investment, increasing employment opportunities, and increasing resilience.

Enabling Nepali farmers to adopt improved crop varieties and modern production technologies are the fundamental aspect of raising productivity and developing greater resilience to biotic and abiotic stresses. Seed systems are invariably complex and typically require the coordinated efforts of many public and private actors spanning policy, breeding, production, distribution, and marketing to achieve and sustain systemic changes in seed system functioning.

NSAFP being implemented by a consortium of partners, with International Maize and Wheat Improvement Centre (CIMMYT) having the overall responsibility for coordination and International Rice Research Institute (IRRI) having responsibility for rice; CIMMYT for maize, Nepal Agricultural Research Council (NARC) for lentil and Centre for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED) for vegetables (cauliflower, tomato and onion).

Objective of the Project (Vegetable Component):

  • Increase  Production and Productivity of the targeted vegetable crops: Cauliflower, Tomato and  Onion
  • Increase vegetable based income through increased market access,
  • Create greater opportunities for small business particularly for service providers in the vegetable and vegetable seed sub-sector

Project Area: Out of 25 NSAF Project districts from Province 7, 6, 5 and 3 program implementation of vegetable sub-sector will be done in 6 districts.
Province 7: Baitadi – 1 district
Karnali Province:  Rukum West-  1 district
Province 5: Dang and Papla    - 2 districts
Province 3: Nuwakot and Sindhupalchowk- 2 districts

Role and Purpose of the Assignment:
The Research/Program Coordinator will be mainly responsible to design, implement, monitor and report the Nepal Seed and Fertilizer Project-Vegetable (cauliflower, tomato and onion) Component program in the project areas in close coordination of NSAF/CIMMYT.

The Research/Program Coordinator will have the following duties and responsibilities:

  1. To take overall responsibility and leadership on planning, implementation, monitoring and reporting of vegetable component of NSAFP targeted vegetables: Cauliflower, Tomato and Onion
  2. Work closely with the NSAF/CIMMYT experts/advisors for developing program/plan of targeted vegetable crops(cauliflower, tomato and onion for the project areas
  3. To maintain close coordination and linkage with all partners: NSAF/CIMMYT,HRD/NARC, and selected seed companies under NSAFP
  4. Assume lead responsibility for organizing meeting, review works and workshops related to NSAFP
  5. Provide technical support, inputs and backstopping to the local technical assistants in conducting varietal/seed production demonstration and production initiatives program undertaken by the project
  6. Facilitate/support for organizing technical trainings as per target in the field area
  7. Provide support and guidance for gathering of data and information needed to undertake an effective monitoring of all the activities included in annual work plan
  8. Observe  frequent field movement of targeted districts for effective monitoring and timely technical guidance to LTAs and farmers groups/cooperatives
  9. Organize joint monitoring involving relevant stakeholders of the project
  10. Observe timely progress report preparation and reporting to NSAFP/CIMMYT
  11. Observe necessary coordination/collaboration with relevant stakeholders representatives of federal/provincial/local government organizations, civil societies, seed companies agro-vets, agri-cooperatives and farmers’ groups etc. as and when needed while implementing the project activities
  12. Supervise the work performance of research associate
  13. Perform other jobs as directed by the Executive Director of the CEAPRED.

Academic Qualifications and Work Experiences

  1. Master Degree in Horticulture (or Master Degree in Agriculture with specialization in Horticulture) with at least 7 years' experience in the sector
  2. Experience in horticultural research and development; delivery of field level demonstration/extension activities; organizing trainings and delivery
  3. Experience working with stakeholders and collaboration  with the representatives of government institutions (research and development),civil societies, seed companies, agro-vets, agriculture  cooperatives/farmers/groups
  4. Good spoken and written skill in both English and Nepali and possess good skills in proposal and report writing
  5. Good interpersonal skills and the ability to work effectively with range of institutions
  6. Good computer skills
  7. Willingness to travel and stay in the remote areas of Nepal with marginal facilities. 

Preferences will be given to:

  1. Women and Candidates from disadvantaged groups/areas (Dalit, Janjati/Indigenous, Madheshi, Muslim)
  2. Driving license holder
  3. Computer conversant with Nepali typing too
